I don't feel there is much similarity between the two persons, but that's only my opinion.

View Attachment I enhanced that image for you. Apparently, Frederick Nolan thinks he is Billy, but who knows. I wouldn’t be surprised if he was. We don’t have a clear resting face of Billy so it’s hard to tell what he looked like. |

And knowing the story of BTK wearing a black suit or shirt to his court hearing. |
